Abstract:
In the indigenous areas of Northeast India, unlike in other parts of the country, the process of urbanisation is unique because of the existence of special constitutional provisions on the protection of indigenous people’s customary rights on lands and resources. Therefore, Urban governance in this part of the country involves the participation of multiple layers of traditional and state institutions, with an asymmetrical distribution of power between them. This has often resulted in institutional conflict over urban governance. To understand the source of such conflict, this lecture examines urban governance through the lens of the indigenous Khasi people’s relations to land and the social meanings that land holds for their culture and identity.
Speaker:
Teiborlang T. Kharsyntiewis a faculty member at the Centre for European Studies, School of International Studies, Jawaharlal Nehru University since 2016. Before joining JNU, he taught in the Department of International Relations at Sikkim University, Gangtok. Besides teaching and research on European Security, his research and publications include issues related to India’s north-eastern region, and the state of Meghalaya in particular. Teiborlang was the principal investigator and author of the report, “Expanding Economic Activity along the Sino-Indian Border Areas: A Case Study of Nathu-La in Sikkim” funded by the MacArthur Foundation and the Institute of Peace and Conflict Studies, New Delhi. He is also an awardee of the UGC-DAAD Research Stay fellowship at Freie Universität Berlin, and a recipient and alumnus of the EU Visitor Programme (EUVP). He holds an MA, M.Phil and a PhD from the School of International Studies, JNU.
